NEWS FROM THE FIELD

MICHAEL UNTHANK has resigned his position as director of the State and Local Partnership Program, (which he has held since 1990) at the New York State Council on the Arts effective December 1. Michael leaves with mixed feelings as he moves towards this transition to the new position with the Northern Westchester Center for the Arts. He feels that he has gained a unique perspective through his tenure at NYSCA and is excited about the opportunity to utilize his experience in a very "hands-on" way.

NICHOLAS ARTURE has been named the new Executive Director of the Association of Hispanic Arts.

MARK EAMER has been named the new Executive Director of Schoharie County Arts Council.

SHARON BALL has been named the new Executive Director of Broome County Council on the Arts, replacing Ralph Hall.

In early 2005, BROOKLYN ARTS COUNCIL will be moving from their location in the basement of the Brooklyn War Memorial Building in Brooklyn Heights to a recently renovated building at 55 Washington Street in DUMBO. This is a much larger office space will accommodate its expanding services to artists and arts organizations throughout the borough.

ALLIANCE GALA: A GREAT SUCCESS!

Thanks to all who helped make the "Made in New York: Celebrate the Arts in New York State Gala"at the Copacabana in New York City a grand success. The party was fun and festive with honorees and attendees enjoying a lavish celebration. MARK YOUR CALENDAR: ARTS DAY IN ALBANY IS MARCH 22, 2005

Join your colleagues and celebrities in Albany as we work on behalf of the Arts Budget in New York State. Let's work together to stem the cuts to Arts Funding experienced by our field over the past two years. Bring your community, staffs, artists and board members. Arts Day is a grass roots groundswell of constituents endorsing public funding for the arts in NYS. This year we have reserved "THE WELL" in the legislative office building in Albany and we will be working to enhance Arts Day with attractive performances and exhibits from every corner of the State. DETAILS WILL FOLLOW BY EMAIL.
National Arts Advocacy Day is scheduled for March 15-17 in Washington DC.

FY 2005 FEDERAL BUDGET SUMMARY AS RELATED TO THE NEA/NEH/ARTS and EDUCATION and MUSEUM SERVICES

National Endowment for the Arts:
FY 2004: $120.97 million
FY 2005: $121.99 million

The NEA increase will incorporate approximately $2 million for the new American Masterpieces program, which will sponsor presentations of the great American works across all art forms, and will reach large and small communities in all 50 states. The popular Challenge America program will be funded at approximately $21.5 million.

National Endowment for the Humanities:
FY 2004: $135.30 million
FY 2005: $138.88 million

Approximately $16 million of the NEH funding is for matching grants. The final bill specifically noted a decrease of $2 million for the "We the People" initiative.

Arts in Education programs through the U.S. Department of Education:
FY 2004: $35.1 million
FY 2005: $35.6 million

Arts in Education funding is broken down specifically as follows:
$7.4 million for Very Special Arts; $6.36 million for the John F. Kennedy Center for the Performing Arts; $7.9 million for model professional development grants for music, drama, dance and visual arts educators, and; $500,000 for evaluation activities. The remaining $13.4 million is for the expansion of model arts programs, including a new grant competition.

Office of Museum Services:
FY 2004: $31.4 million
FY 2005: $34.8 million

Funding for OMS is broken down approximately as follows:
$17.85 million for Museums for America; $446,000 for museum assessment; $3.6 million for the Museum Conservation Program; $7.54 million for the Museum National Leadership Project; and $843,000 for Native American Museum services.
In addition to the funding detailed above, cultural agencies nationwide also secured dozens of earmarks -- local projects identified by name with specific funding allocations in the omnibus bill. It appears that at least $50 million will be administered to specific cultural organizations to fund museum initiatives, arts education programs and many other projects.

REMINDER...MEMBER SURVEY: PLEASE RETURN BY January 30, 2005

In November we emailed a link to the Annual Member Survey. If you haven't already done so, please take a moment to fill it in now. We have designed it to be relatively SHORT and simple to complete. The data informs the field and enables the Alliance to provide information to members on financial, salary and benefit comparisons. THIS INFORMATION IS AMONGST OUR MOST REQUESTED. We'd like to have 100% participation in completing this survey. Please take a moment to help us reach this goal by January 30, 2005.

FROM THE UPSTATE OFFICE: Martha Strodel, Director Rural Arts Program

The second meeting of the Rurals Task Force took place on November 18th; participants came up with a number of suggestions and recommendations, some of which can be implemented in the short term. Two members of the task force have agreed to serve on the new Alliance board Rurals committee. The Alliance will review all of the task force recommendations at their annual board retreat and develop action items to refocus the program in order to best serve the needs of the Rural Partners.

The results of this second meeting are now posted to the rurals listserv. Please take a few moments to review, and add your thoughts and suggestions; these will be added to the task force report.

One Rurals service that will be implemented shortly is to begin using the listserv as a resource and sounding board on best practices. Task force member Kathyrn Hollinger will document the success of Genesee Valley Council on the Arts' recent membership renewal drive and share it on the list serve. Others can respond to what works for them in membership development, both for new members and renewal. At least monthly, we'll use the listserv to explore best practices around a theme.

Another resource immediately available to you is the Online Advocacy Center at the Alliance website: www.thealliancenys.org. You can find lots of helpful information here, including a national list of media contact resources.

NOTE: MY OLD EMAIL ADDRESS EXPIRES AT THE END OF NOVEMBER. PLEASE UPDATE YOUR ADDRESS BOOKS WITH THE NEW ONE: mstrodel@nycap.rr.com.

Happy holidays to you all!

Americans for the Arts: RESEARCH SERVICES PROVIDE EFFECTIVE ADVOCACY TOOLS www.AmericansForTheArts.org/services/research/ri_article.asp?id=1509

Americans for the Arts recently introduced a new suite of action-oriented research services tailored to meet the needs of local arts agencies. Designed to attract local decision-makers to the integration of the nonprofit and for-profit arts industry, Creative Industries reports provide communities with geo-political maps and valuable employment data on their arts-related businesses. Localized economic impact studies were voted the "most effective" advocacy tool for making the case for the arts in our recent survey of 750 local arts agencies. Survey research services are allowing local arts agencies to eliminate the burden of data collection and analysis and focus on pressing issues. To learn more about how to join in the effort to make the case with affordable action-oriented research, contact Elizabeth Olson at research@artsusa.org or 202.371.2830.

Applications will ask organization representatives to describe the program, policy or approaches they wish to nominate, how this contributes to workforce well-being and to outline the benefits of the approach (such as reduced employee turnover, improved health outcomes, reduced stress or conflict).
